海外各大港口疫情防控信息汇总!
新加坡
MPA新加坡海事及港务管理局有在2月1日发布港口海事通告如下,紧随新加坡政府1月31日禁止过去14天到过中国大陆的游客入境的通知之后,注意第三点指出MPA将把预防措施扩展到在过去14天内有最近到中国大陆旅行历史的乘客和船员,以及在过去14天内停靠过中国大陆港口的船舶。这已于2020年2月1日2359生效,即今天立即执行。
即增加对人及船的各种检疫流程,势必增加非生产性停泊的时间影响正常作业计划,繁忙的新加坡港遇上大比例靠泊过中国大陆港的船舶,料每套流程的叠加新加坡的拥堵会是大概率事件。
美国
Seattle/Tacoma管辖水域海岸警卫队通告,对于最近15天内挂靠过中国港口的船舶,且船上没有疑似新型冠状肺炎感染病例等到第16天才能进港。
以上规定从当地时间2月2日开始执行,大概率所有美国港口会按此规定执行,该条例暂时还未对外正式公布。
此条例一旦正式全范围实施,将影响在航天数少于15天的美西航线,数量还不小,直航快船优势将被消减,以上信息仅供参考,以官方公告和不断变化的现实遭遇为准。
,特朗普政府宣布美国从美东时间2月2号下午五点开始进入公共卫生紧急状态。任何过去14天到过中国的外国人,禁止进入美国。任何过去14天从湖北返回美国的美国公民也将被强制隔离14天。
新奥尔良(2020.01.28)
如船舶在过去5个挂港中有挂过中国港口,则会收到港长一封信件,信件中要求船舶就以下事项向港口船长额外提交声明
1)过去30天内是否有船员曾去过中国;
2)2019-nCoV的症状包括低烧、呼吸困难、咳嗽等,任何在船船员如有以上任何一种症状,将被视为法条33 CFR 160.216规定的“有害状况”(Hazardous conditions)予以报告。
船舶如果未按要求报告以上情况,将有可能被处以最高罚款$94,219。
德拉华湾(2020.01.31)
对于将要抵达the Delaware Bay Captain of the Port zone的船舶船长,需要在抵达前15日向美国疾控中心(CDC)汇报目前在船或发生过的船员或乘客的死亡或生病的信息(包括已下船或者已被运离的);CDC费城中心24小时电话(215)365-6401。
,无论何时,船舶的船东、代理、船长、经营人或主管船舶的人员需要立即通知最近的Coast Guard Sector,说明船上存在危险情况(hazardous condition)。
当出现人员呈现冠状病毒症状但情况没有很危险时,船舶经营人如有疑虑也应汇报疑似情况。
如果船上有生病船员,船长需要告知登船Coast Guard和海关人员。
澳大利亚
任何2月1日或之后离开中国的船舶在14天之后才允许进入港口。如果船舶能够提供证据证明其在港口访问期间没有与感染的当地人进行任何接触,则可以给予一些豁免(我认为这很难证明)。

Today, I attended a telecon with the Commonwealth Health Officer, State Health Officers, Senior BPC officers senior, Department of Agriculture officers, State Department of Transport Officer, Ports Australia and a number of Port Representations.
A formal communique is expected later this afternoon but I wanted to get this message out immediately to clarify the situation as various advice has been circulating from various sources.
Since the Prime Minister’s announcement on Saturday, the situation which has been agreed nationally (except NSW) is that any ship departing China on or after 1 February will not be allowed to enter port until 14 days have elapsed. There may be some exemptions granted if a ship can provide evidence that they did not have any contact with locals without protective covering during their port visit (I think this will be difficult to prove). Pilots are permitted to join ships within the 14 day period but are advised to wear basic personal protective equipment (gloves and a mask). Ships are routinely required to make a health declaration as part of their MARS Pre Arrival Report and some ports and State Authorities have added a requirement for additional declarations, such as their last 5 ports and the date that any crew members last visited China.
Any reported sickness on board a vessel will be investigated by Health / BPC Officers and if a Coronavirus case is confirmed a second 14 day quarantine period will be ordered.
Ships agents or other visitors to ships are advised to wear basic PPE as a precaution in any case.
In relation to NSW: This morning you will have received the attached message from Melwyn with was headed “Newcastle Update” .
This update from the Port Authority of NSW in fact applies to all Ports in NSW. NSW has decided to apply the 14 day elapsed time period retrospectively and as from yesterday will not embark a pilot on a ship arriving from China that has not spent 14 days at sea. I have asked PA NSW to review this decision and I expect they will also be asked to do so by the Commonwealth and State Health Authorities – however until that occurs the situation stands. As the transit time from Southern China is less than 14 days some vessels will be delayed in receiving permission to berth and may wish to consider their best options (such as slow steaming, changing order of port rotations).

-Vessels coming from mainland CHINA, HONGKONG and MACAU will be suspended from direct - berthing privileges. According to BOQ, the vessels coming from the aforementioned ports have to stay at Quarantine Anchorage for 14 days before they can be boarded by a quarantine doctor. Note that the 14- day quarantine starts from the day the vessel sailed out from the affected area. Moreover, once the vessel arrives at the quarantine anchorage, a Yellow Flag must be raised to show that she is still on a 14-day quarantine.
从中国大陆,香港和澳门来菲律宾的船舶暂停直接靠泊。按照检疫局指示,所有从以上港口来菲律宾的船舶必须先在检疫锚地停留14天后,然后检疫官员才可以登轮检查。

3, 如果船离开中国,香港,澳门港口中途有去其他国家,14天也是从离开中国大陆,香港,澳门港口开始计算。
4, 船到菲律宾港口先到检验锚地抛锚,从中国大陆,香港,澳门港口离港开始计算满14天,菲律宾检疫官员才会登轮检查,通过之后方可安排进港检验,靠泊或者锚地作业。
5, 船舶到达检疫锚地之后,如果从中国大陆,香港,澳门港口离港未满14天必须悬挂黄旗,以显示船舶还在14天隔离期。
印尼
印尼外交部2月2日宣布,暂停对中国公民的免签、落地签政策。任何国家旅客如最近14天内有中国内地旅行史,亦将不获允许在印尼口岸入境或转机。自2月5日零时起,暂时停止中国内地与印尼之间的直飞航班。先前,印尼有关部门已经加强了对中国船舶或挂靠过中国港口的船舶进行检验检疫。

科威特(2020.01.29)
科威特港口当局建议要求所有直接或过境中国港口的船长提供一份声明,声明中船上没有发现任何症状,如高温、喉咙痛、咳嗽或呼吸困难。如果船上发生此类事件,将立即通知港务局。
巴西(2020.01.31)
,需要注意的是,中国和巴西之间的船只平均航行时间为45天,远超新型冠状性病毒14天的潜伏期。,根据迄今所进行的风险评估,有以下几点值得注意。
要正确填写“海事健康声明”(Maritime Health Declaration)以便相关评估的进行及检疫证明(Free Pratique)的签发。需要强调的是签发检疫证明的需求需要提前48或72小时提出,以便ANVISA在船舶允许挂靠前进行评估。
船员或旅客健康状况的任何变化必须立即向卫生当局报告。如果2019-nCoV疑似病例在船上,将签发检疫证明(Free Pratique),并启动当地应急计划,必要时将考虑将指定的船员送往医院。
根据卫生部的《流行病学通报》(第51卷第04期),疑似病例应予以隔离并使用外科口罩。接触疑似病例的其他船员必须佩戴PPE(外科口罩、护目镜或面罩、手套、防护服等等)。
阿根廷(2020.01.31)
该国健康部门表示阿根廷是一个低风险国家。
,从1月31日起,在船舶到达前申请检疫证明(Free Pratique)时,必须提供船舶过去48小时内的医疗记录副本。
卫生当局还建议,如果有人怀疑国际航行中的任何船员或乘客可能患有传染病或类似的2019-nCoV冠状病毒症状,应立即通知健康部门。在这种情况下,卫生官员将提供相应的指示,但疑似病例必须隔离(在船上的船舱或岸上的旅馆),等待相关指示。
目前没有任何旅行和贸易限制。
直布罗陀(2020.01.31)
直布罗陀港务局要求,每一艘船舶在挂靠直布罗陀时需要完成000156号冠状病毒的申报。该表需要填写、签字、盖章,不会给予豁免。代理应向船长强调认真填写此表并回答所有问题。
下列特别条件适用于回答“是”的船舶1)远程引航要求将适用于船舶;2)船在直布罗陀停靠期间,任何船员都不得下船;3)关于正在进行的作业,岸上人员登船/到船时将不允许上岸;4)岸上工作人员要尽可能减少与船员的接触。
直布罗陀港务局保留权利,在认为对公共卫生有需要时,进一步检查任何入境船只。
代理将通过电子邮件收到船舶交通服务主管(VTSS)的特殊要求,相关要求应转达给船长及船舶经营人。
