【CIC】2018年东京备忘录CIC缺陷一览(下篇:中国
虽然为期3个月的东京备忘录集中检查大会战(CIC)已经顺利落下帷幕,但涉及“MARPOL附则VI”的PSC检查却还将继续。从今天起,小编将持续为大家带来包括澳大利亚、韩国、日本、中国等几个亚太地区主要港口国在此次CIC活动中所开具的相关缺陷,供公司和船舶对照自查,以免在后续检查中被开具类似缺陷。
今天继续为大家带来中国和日本的CIC缺陷。
中国
中国在此次CIC活动中共实施CIC检查1685艘次,发现CIC相关缺陷316条,因CIC缺陷滞留2艘次,其主要缺陷列表如下
1、THE SULPHUR CONTENT OF BDN IN 03-07-2018 FOUND DIFFERENT WITH THE CERTIFICATE OF QUALITY.
2、THE DECLARATION SIGNED BY THE FUEL OIL SUPPLIERS REPRESENTATIVE IN SOME B.D.N NOT COMPLIANCE WITH R.18.5 OF MARPOL ANNEX VI.

小结
在中国所开具的316条缺陷中,涉及到Q1(加油单)、Q8(焚烧炉)和Q5(换油记录)的缺陷最多,分别有68条、62条、61条,占比达到22%、20%、19%,值得关注。其中,2艘船舶均因“氮氧化物技术案卷检查时未能提供”缺陷被滞留,尤其引起重视。

日本在此次CIC活动中共实施CIC检查1293艘次,其中发现CIC相关缺陷80条,其主要缺陷列表如下
1、BUNKER DELIVERY NOTE - NOT KEPT ON BOARD FOR 3 YEARS.
2、THE VOLUME OF LOW SULPHUR FO IN EACH TANKS AS WELL AS THE DATE, TIME, AND POSITION WHEN FO CHANGE OVER OPERATION IS COMPLETED PRIOR TO ENTRY INTO ECA - NOT RECORDED IN LOGBOOK PROPERLY.
3、OZONE-DEPLETING SUBSTANCES RECORD BOOK -- MISSING.
4、NOX TECHNICAL FILE FOR MAIN ENGINE - NOT ATTACHED WITH APPENDIX 1,2 AND 3 IN ACCORDANCE WITH SHIP'S NOX TECHNICAL FILE.
5、RECORD BOOK OF ENGINE PARAMETERS - NOT CORRECTLY RECORDED ABOUT MAIN COMPONENTS OF NO.1 AND 2 GENERATOR ENGINES I.E.) FUEL INJECTION NOZZLE, PISTON, TURBO CHARGER, AIR COOLER.

小结
在日本所开具的80条缺陷中,涉及到Q6(消耗臭氧物质)、Q1(加油单)、Q7(氮氧化物)的缺陷最多,分别有31条、17条、15条,占比达到39%、21%、19%,值得关注。
